Popunder ads remain one of the highest-earning formats for adult and entertainment publishers. A single popunder impression can pay more than a dozen banner views - and unlike banners, popunders don’t take up any space on your page.

The format opens a full-page ad in a new tab behind the active browser window. The visitor sees it when they close or minimize their current tab. It’s non-intrusive during the browsing session but delivers high visibility and strong CPMs.

We run a small ad network ourselves, so treat this as an interested party’s map of the market. Figures come from each network’s own published terms; the ones we re-checked on 9 August 2026 are noted where it matters.

All figures read off each network’s own site on 9 August 2026. “Not published” means the network does not state it publicly - several of these cells previously carried numbers from review sites, and most of those were wrong. Note also that several networks widely described as adult-friendly never say so themselves; where that is the case the column says “not stated” rather than repeating the folklore.

A note on the CPM column. Earlier versions of this page carried a CPM range for every network. We took them out: we have no way to measure another network’s payouts, those ranges came from marketing pages and second-hand reviews, and quoting them as if they were measurements was misleading. Popunder CPM depends on your geo mix, device split and traffic quality far more than on the logo, and the only honest number is the one your own test produces.

1. ExoClick

Popunder powerhouse for adult traffic.

ExoClick serves over 12 billion daily impressions and popunder is one of their highest-performing formats, particularly for adult publishers. The platform’s Dynamic AdBlock Domain Rotation automatically rotates ad-serving domains to bypass static adblocker lists - a critical feature since adblocking directly cuts into popunder revenue.

With a 100% fill rate across most geos and real-time stats updating every 60 seconds, ExoClick gives publishers full visibility into popunder performance. Frequency capping per user prevents over-serving and keeps traffic quality high.

Why choose for popunders: Largest adult popunder inventory, anti-adblock built in, 100% fill rate. $20 minimum payout on Paxum, weekly Net7 available.

Drawback: The $20 floor is Paxum-only - crypto starts at $50, Bitcoin at $500. Support can be slow.

2. Monetag (formerly the PropellerAds publisher side)

Mainstream popunder king - under a different name than you remember.

If you are looking for PropellerAds as a publisher, you will not find it: propellerads.com/publishers/ now redirects to Monetag, and propellerads.com itself is an advertiser-only pitch. The publisher business was split off under the Monetag brand, and that is where popunder monetization for mainstream traffic lives now. Plenty of “best networks” lists, including our earlier version of this one, still send publishers to a door that no longer exists.

The heritage is the same: enormous mainstream popunder reach, no minimum traffic requirement, SmartCPM-style auto-bidding, and an anti-adblock layer.

Why choose for popunders: Largest mainstream popunder reach, no traffic minimum.

Drawback: Mainstream only - this is not a home for adult traffic. Confirm current payout terms on Monetag’s own site; the numbers attached to the PropellerAds name in older articles do not necessarily carry over.

3. TrafficStars

Premium popunder inventory with fraud protection.

TrafficStars serves 7-10 billion daily impressions with a strong focus on traffic quality. Their CPMV (Cost Per Mille Visible) pricing model means advertisers pay only for ads actually seen - which indirectly benefits publishers by attracting more advertiser spend to the platform.

The anti-fraud technology filters bot traffic and suspicious patterns in real-time, keeping the ecosystem clean and CPMs stable.

Why choose for popunders: Premium adult inventory, strong fraud protection, CPMV pricing attracts high-value advertisers.

Drawback: the $10 floor is USDT-only; e-wallets start at $100 and wires at $1,000. Requires testing to find optimal zones.

4. Adsterra

Fast approval with low minimums.

Adsterra serves over 25 billion impressions monthly and offers popunder as one of their core formats. The 10-minute approval process and $5 minimum payout (Paxum/WebMoney) make it one of the easiest networks to get started with.

Their three-level anti-fraud system and anti-adblock solution protect publisher revenue. Adsterra accepts both adult and mainstream traffic.

Why choose for popunders: Fastest approval in the industry, $5 minimum, accepts adult + mainstream, USDT payouts available.

Drawback: NET-15 payout cycle. Traffic quality can vary - monitor your stats.

5. PopAds

Popunder-only with instant payouts.

PopAds does one thing: popunder ads. Nothing else. This singular focus means their entire infrastructure is optimized for pop performance. The $5 minimum payout and on-request withdrawal (no waiting for a payout cycle) make PopAds the fastest way to get paid.

The platform’s anti-fraud detection is reportedly strong - they filter out bot traffic aggressively, which protects CPMs but can also mean some legitimate impressions get filtered.

Why choose for popunders: $5 minimum, withdraw anytime, fast approval, popunder-only focus.

Drawback: Popunders only - no diversification. Some publishers report account issues and inconsistent support.

6. PopCash

Daily payouts - the fastest in the industry.

PopCash offers what no other network does: daily automatic payouts with a $10 minimum. For publishers who want their money as fast as possible, this is unbeatable.

Setup is simple - register, submit your domain, paste the popunder code, and start earning within 10 minutes. The platform focuses exclusively on popunders, similar to PopAds.

Why choose for popunders: Daily payouts (fastest available), $10 minimum, 10-minute setup.

Drawback: Popunders only. Lower CPMs than multi-format networks. Limited targeting and optimization tools.

7. Clickadu

Multi-format network with strong pop performance.

Clickadu serves over 6 billion daily impressions across 200+ countries. While they offer seven ad formats, their popunder performance is a core strength - the network was originally built on pop traffic before expanding.

The platform accepts both adult and mainstream traffic with self-serve campaign management and integrated conversion tracking.

Why choose for popunders: 6B daily volume, 200+ geos, strong pop infrastructure, multiple other formats to stack.

Drawback: $50 minimum. Their cadence is actually a strength - weekly Net7 paid on Tuesdays, or twice a month on the 7th and 22nd, your choice.

8. HilltopAds

Low minimums with USDT payouts.

HilltopAds started as a popunder-only network before expanding to other formats. Their pop roots mean the infrastructure is solid for this format. The $20 minimum payout, with USDT on TRC20 and ERC20 among the methods, makes it accessible for small publishers.

They accept both adult and mainstream traffic and offer competitive CPMs, particularly for Tier-1 geos.

Why choose for popunders: $20 minimum, USDT payout option, strong pop heritage, accepts adult + mainstream.

Drawback: Net7 terms mean the money trails the traffic by a week.

9. AdMaven

High-volume pop network with global reach.

AdMaven delivers over 4 billion daily impressions across 200+ countries with a focus on popunder and push formats. The network has been around since 2010 and has built a strong advertiser base, particularly in utilities, sweepstakes, and finance verticals.

Their optimization tools help publishers maximize revenue from pop traffic, and the fill rate stays high even in Tier-3 geos where other networks struggle.

Why choose for popunders: 4B daily volume, strong fill rates in all geos, good utility/sweepstakes demand.

Drawback: they publish no payout numbers at all - “a low minimum threshold” and “we pay according to your schedule” is the whole policy. Dashboard less modern than newer competitors.

10. ClickAdilla

Simple self-serve pops with fast payouts.

ClickAdilla offers popunder alongside banner, web push, in-page, direct link, video and native - seven formats. The self-serve platform is clean and straightforward, and withdrawals are on demand rather than on a cycle, with a 3-7 day approval.

Traffic optimization uses big data and machine learning to improve revenue, and the anti-fraud system filters low-quality traffic automatically.

Why choose for popunders: withdraw on demand, simple interface, USDT and several other crypto rails, accepts adult + mainstream.

Drawback: Smaller scale than top-tier networks. $50 minimum payout.

How to Maximize Popunder Revenue

Use frequency capping. Showing a popunder to the same visitor every page load destroys user experience and gets you flagged by browsers. Set a frequency cap of 1 pop per user per 24 hours - this is the industry standard and keeps CPMs high.

Combine with other formats. Popunder covers one monetization angle. Stack it with banners, in-page push, and native ads on the same page for maximum total revenue. The formats don’t compete with each other since popunders open in a separate tab.

Monitor by geo. Popunder CPMs vary wildly by country - from $3+ for US traffic to $0.05 for some Tier-3 geos. If you have traffic from low-CPM countries, consider setting floor prices to avoid wasting server resources on near-zero revenue.

Test multiple networks. Run network A for 2 weeks, then network B, compare actual revenue (not just CPM). Different networks have different advertiser demand for different geos - what pays best for US traffic might not be best for European traffic.

Watch for browser changes. Chrome, Firefox, and Safari periodically update their pop/redirect policies. Stay informed and make sure your popunder implementation follows current guidelines to avoid getting flagged.

HellClick is our own network, and it supports popunder alongside eight other formats - banner, in-page push, slider, interstitial, sticky, outstream, VAST and direct link. One SDK, all formats, weekly USDT payouts from $30. Start earning →
