Popunder ads remain one of the highest-earning formats for adult and entertainment publishers. A single popunder impression can pay more than a dozen banner views - and unlike banners, popunders don’t take up any space on your page.

All figures read off each network’s own site on 9 August 2026. “Not published” means the network does not state it publicly - several of these cells previously carried numbers from review sites, and most of those were wrong. Note also that several networks widely described as adult-friendly never say so themselves; where that is the case the column says “not stated” rather than repeating the folklore.
A note on the CPM column. Earlier versions of this page carried a CPM range for every network. We took them out: we have no way to measure another network’s payouts, those ranges came from marketing pages and second-hand reviews, and quoting them as if they were measurements was misleading. Popunder CPM depends on your geo mix, device split and traffic quality far more than on the logo, and the only honest number is the one your own test produces.

Mainstream popunder king - under a different name than you remember.
If you are looking for PropellerAds as a publisher, you will not find it: propellerads.com/publishers/ now redirects to Monetag, and propellerads.com itself is an advertiser-only pitch. The publisher business was split off under the Monetag brand, and that is where popunder monetization for mainstream traffic lives now. Plenty of “best networks” lists, including our earlier version of this one, still send publishers to a door that no longer exists.
The heritage is the same: enormous mainstream popunder reach, no minimum traffic requirement, SmartCPM-style auto-bidding, and an anti-adblock layer.

Drawback: Mainstream only - this is not a home for adult traffic. Confirm current payout terms on Monetag’s own site; the numbers attached to the PropellerAds name in older articles do not necessarily carry over.
3. TrafficStars
Premium popunder inventory with fraud protection.
TrafficStars serves 7-10 billion daily impressions with a strong focus on traffic quality. Their CPMV (Cost Per Mille Visible) pricing model means advertisers pay only for ads actually seen - which indirectly benefits publishers by attracting more advertiser spend to the platform.

How to Maximize Popunder Revenue
Use frequency capping. Showing a popunder to the same visitor every page load destroys user experience and gets you flagged by browsers. Set a frequency cap of 1 pop per user per 24 hours - this is the industry standard and keeps CPMs high.
Combine with other formats. Popunder covers one monetization angle. Stack it with banners, in-page push, and native ads on the same page for maximum total revenue. The formats don’t compete with each other since popunders open in a separate tab.
Monitor by geo. Popunder CPMs vary wildly by country - from $3+ for US traffic to $0.05 for some Tier-3 geos. If you have traffic from low-CPM countries, consider setting floor prices to avoid wasting server resources on near-zero revenue.
Test multiple networks. Run network A for 2 weeks, then network B, compare actual revenue (not just CPM). Different networks have different advertiser demand for different geos - what pays best for US traffic might not be best for European traffic.
